This does not need to be limited to financial savings and better use of resources but can also include any losses avoided due to the existence of the system and the information it provides. These avoided losses may include improved animal production; maintenance of a structured network of actors able to react appropriately against a future threat; improved public health; increased understanding about a disease; maintained or increased trade; or improved ability to react in case of an outbreak of disease.
